Welcome to Community Usage for Waukegan Public School District 60. This program will allow you to request the rental of a district facility. Please allow 5-7 days to confirm your request. You will receive an automated email confirming or denying your request. If there are general questions regarding the usage of any facility you can contact Ryan Bennett at 847-782-3214.
Terms of Use / Agreement
No facilities or rental dates can be guaranteed until proper forms are submitted and a $1,000,000 certificate of insurance naming Waukegan Public Schools as additionally insured, and a copy of tax free status as requested. District 60 reserves the right to reject any organization from the use of any school facility and to make adjustments of rental fees.
Payment

General Terms

The Board of Education recognizes the investment the community has made in District facilities. Activities associated with the District’s education and co-curricular programs shall have priority over those of other organizations. While District programs will take precedence, opportunities for usage of school facilities should be made available to the community for appropriate civic, cultural, educational, recreational activities and for other non-commercial uses on a non-interference basis, which are consistent with State statutes and do not interfere with the regular operation of the school.
The Board and the administration reserve the right to reject any organization from the use of any school facility. The Board and the administration may at any time deny or refuse to grant any application or cancel without liability any contract whenever, in the reasonable judgment of the Board or its administration, the use presents or may present a clear and present danger to persons or property. The Board and the administration reserve the right to interrupt any use-of-facilities contract should an emergency arise, as determined by the Board and administration. In such event, the Board and the administration shall make every effort to provide an acceptable substitute date or space.
No rentals shall interfere in any way with scheduled school activities or be held at a time to conflict with school events. If a conflict in date arises, the school's activity will have the highest priority. Rental of building shall include only those dates, areas, time and equipment specifically stated in the application and no other. All activities shall be planned so that the building is closed by 11:30 p.m. Any request for changes must be made in writing 72 hours in advance; an additional fee may be required.
The District reserves the right to cancel a contract upon 24 hours notice to the renter who signed the agreement. A deposit of 50% of the rental fee is required prior to the issuance of a facility use permit. The deposit will be forfeited if the applicant cancels the rental contract less than 24 hours prior to the event.
Drugs and Alcohol Restrictions: Bringing alcohol or drugs to school premises is strictly prohibited and is subject to severe penalty. Smoking Restrictions: Smoking is prohibited in all District facilities. Each renter is responsible for seeing that this rule is enforced on penalty of future rentals being denied.
Responsibilities of Applicant

Payment: An applicant must pay in full all rental fees to the District prior to 30 days of the use of the facility. Checks should be made payable to Waukegan Public Schools. Fees not paid within 30 days of the event will preclude any future rental use in District.
Supervisors: For activities involving children there will be ample adult supervision (must be 21 years old or older). A suggested guideline is one adult for every fifteen students. These adult supervisors are responsible for maintaining good order and control of children during the activity. Congregating and loitering in the hallways and other parts of the building not rented for use is strictly prohibited.
Rental Responsibility: Renting organization shall assume full responsibility for damage to building, equipment or fields. Use of high school gymnasium for athletic activities will necessitate the use of gym shoes. School property shall not be removed from the premises.
Games of Chance Restriction: Those who use the school property will not be permitted to promote, manage, or conduct any form of chance (raffles, lotteries, bingo, or other illegal activities) upon the premises, unless permitted by any applicable law and promoted, managed and conducted in accordance with the applicable law. The school will permit a drawing of the stub from the admission ticket for the awarding of door prizes, provided that the stub is part of the admission ticket and the door prizes are used to encourage the purchase of an admission ticket.
Parking: The driveways must be kept open so fire equipment can be moved in case of fire. Patrons should be urged to use the parking lots rather than the driveways. If the crowd justifies supervision, it is the responsibility of the organization who uses the facility to pay for such service. There should be no parking along curbs that are painted yellow. Renter may not charge for parking.
Indemnification: The applicant agrees to hold harmless, defend and indemnify the District, the Board of Education and the individual members thereof and its employees against all loss, liability, damage and expense, including attorney’s fees, incurred by any of the above named parties on account of any injury to or death of any person or persons while on the premises in connection with and as a result of the user’s activities regardless of whether a claim is made that the District, the Board or any of the above named persons were negligent or acted in a wanton or willful manner or with a wanton or willful disregard for the injured party.
A certificate of insurance in the amount of at least $1,000,000 or a greater amount as determined by the administration based on the nature of the activity for which the facility will be used. The certificate of insurance must name the Waukegan Public Schools as an additional insured.
Renter may be required to provide a copy of the Internal Revenue Service letter approving tax exempt status of the organization, if applicable.
Rental Categories for Organizations

Class One – School Affiliated Organizations:
All approved student organizations of Waukegan Public Schools, WHS Alumni Associations, employee organizations of Waukegan Public Schools, and community organizations operating an office within District boundaries directly affiliated with District (for example, Athletic Boosters, Association of Music Parents, etc.)
Class Two – Other Taxing Organizations:
Tax supported public bodies within District boundaries (park districts, villages, etc.) and their affiliated organizations when no admission is charged and the usage does not have fundraising as an objective.
Class Three – Taxing Organizations Seeking Fundraising or Non-Profit Organizations:
A. Tax supported public bodies within District boundaries that charge admission/fees to an event and/or seek to use facilities in conjunction with fundraising activities. B. Non-profit community groups operating an office within District boundaries (Boy Scouts, Girl Scouts, Little League, religious and cultural organizations, etc.) which are supported by voluntary contributions of the people whose purposes, in some degree, parallel those of the school’s when they do not charge admission/fees or have fundraising as an objective. C. Non-profit educational/professional organizations with District affiliations.
Class Four – Community Groups Charging Admission or Non-Profit Groups Outside of the District:
A. Non-profit community groups operating an office within District boundaries when their use of the facilities includes admission/fees or has fundraising as an objective.
B. Non-profit groups outside of District boundaries who seek to use the facilities for religious, charitable, philanthropic, civic, or other non-commercial, non-personal uses that do not entail admission/fees or have fundraising as an objective.
C. For-profit organizations when their use of facilities does not include admission or fees or has fundraising as an objective.
